BOARD OF TRUSTEES MEETING MINUTES

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Bremer at 4:00 pm.
Meeting Minutes approval – With one grammar change by Trustee Prosek, and no other comments. Trustee Spranklin motioned to approve the minutes from the June 16th, 2026, board meeting. Trustee Prosek seconded the motion, and it carried. A copy of the meeting minutes is available for review.
SYSTEMS OPERATIONS AND DEVELOPMENT-
Town of Alta - New Grizzly public restroom – Mr. Brindle said the Town of Alta in conjunction with Alta Lift Company is building a new public restroom by the Information booth as you head into Grizzly Gulch. Mr. Brindle explained they are moving along quickly, as of last week the water line was tapped and connected. Mr. Brindle stated they are working towards the sewer line connection with plans for being finished with the project around the first of October.
Town Of Alta – Leak on Deep Powder House repaired line – Mr. Brindle explained as stated at the last meeting there is a small sink hole in front of the Alta Lodge. There is no obvious water leaking but the water can be heard with the geophones. Mr. Brindle explained we are working with the Town of Alta administration to get a quote from Newman on potential repairs.
Town Of Alta – Utilify/Rocky Mtn Power Project – Mr. Brindle explained the Utilify crew has been installing conduit on Hwy 210 starting at the bypass road and moving east up canyon to the summer road in Alta. Mr. Brindle stated that Utilify hit the main fiber line just above the Wildcat lot which caused some issues for the Hotels and Town phones. All repairs have been made to the fiber, and they are moving forward cautiously with the project.
Town of Alta - Badger remote water meters- Mr. Brindle stated that last week he and Mr. Wilz installed remote water meters for the Town-owned buildings, Alta Central and Our Lady of the Snows. Mr. Brindle explained there are 5 residential meters that they have left to install and a handful of meters that require a plumber, Mr. Brindle said Fred, the Town maintenance worker, will work to schedule those installs.
Snowbird - Monte Cristo 7 lot subdivision – Mr. Brindle stated the utility installation is moving forward; Newman Construction has made the water and sewer connections in the Upper circle of the Snowbird center. Mr. Brindle explained the new water connection has given the Service Area #3 a second isolation valve in the area, which will be useful in the future.
Snowbird – Air vac line repair – Mr. Brindle explained he and Mr. Wilz repaired and improved an air vac line to one of our vaults on creek road that was hit this summer as Snowbird installed snowmaking pipe. Mr. Brindle stated the new line is 13 feet above ground in hopes that it will be out harms way in the future.
SA3 Hellgate source testing- Mr. Brindle explained that during 2025 sanitary survey with the State, it was asked of the Service Area #3 to add additional testing to the Hellgate water source. Mr. Brindle stated he did the initial samples last month of Sulfate, Sodium and dissolved solids and all results came back under the MCL (maximum contamination level) for the Hellgate water source, which is great. Mr. Brindle will continue with the additional sample processes and keep the board informed of any changes.
SA3 Meadows pump station – Mr. Brindle explained that after cottonwood improvement district emptied and cleaned the pump station, Mr. Brindle, Mr. Carpenter and Mr. Wilz replaced the valve on the inlet side of the pump. Mr. Brindle stated that now both valves on the inlet side of the station have been replaced. They will work on replacing the outlet pump side valves next summer.
SA3 Pumphouse leak – Mr. Brindle explained a leaking valve was found at the pumphouse on the superior split which provides the option to pump water between the Peruvian and Superior tanks. Mr. Brindle stated the valve and spool piece were replaced and the leaks are gone.
Snowbird Creekside SCADA comm issues – Mr. Brindle explained we have been working with SKM on some communication issues with the equipment at Creekside lodge, it was found by SKM that this is a Snowbird IT issue. Mr. Brindle has been in touch with Snowbird IT and is waiting for a response to meet and look at it.
Mid Gad restaurant Chlorine leak – Mr. Brindle stated that the chlorine injection system at Midgad has a leak. Mr. Brindle explained that the contracted plumbers came up last week and made some adjustments and repairs to the system and hopefully that took care of the issue.
Mid Gad restaurant pump repairs – Mr. Brindle stated the pumps are still down. Snowbird is working to get replacement pumps and will hopefully have them before the snow flies.
Sugarplum subdivision 459 Lot 8 – Mr. Brindle stated that the connection fees for water and sewer have been paid, the Sewer connection was made with Cottonwood Improvement district 2 weeks ago. Mr. Brindle stated they still need to install a water meter, and we will get it delivered next week.
SA3 Roof leak – Mr. Brindle explained that this spring it was found the roof membrane was leaking, Layton roofing came up last week and made some repairs to a drain section. Mr. Brindle stated with the rain last night there was no water in the garage. Layton roofing will be back next week to do a water check before we bury it back in.
SA3 damage valve risers – Mr. Brindle stated the 3 valve risers on the mountain have been hit by various machinery over the last two months. Mr. Brindle is working with Snowbird Hill Maintenance to get the valve risers repaired.
Treasurer’s Report – Ms. Alderin reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through June 30th, 2026, and the Profit and Loss Budget vs. Actual January 1st, 2026, through June 30th, 2026. No questions from the board. These reports are emailed to members of the Board prior to the Board meeting for their review.
Approval of Bills paid – Approval of the bills listed on the check detail dated May 22nd through June 12th, 2026, as presented by Ms. Alderin, and hereby authorized and ratified to be paid by the office manager. No Questions from the board. Trustee Prosek made a motion to approve. Chairman Bremer seconded the motion, and it carried unanimously. A copy of the approved check detail is available for review.
811 Bluestake Locator Logix program – Mr. Brindle stated before Mr. Carpenter left, he signed the Service Area #3 up for Locator Logix which is a 3rd party mapping system for Bluestake requests. Mr. Brindle explained in his use of it in the last two weeks that it is a much better tool than Bluestake direct and it is a free program.
Adjournment - With there being no further business or questions, Chairman Bremer adjourned the meeting at 4:34 pm.
