BOARD OF TRUSTEES MEETING MINUTES

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Bremer at 4:02 pm.
Dave Richards Trustee resignation/Midterm Vacancy Notice – Mr. Carpenter stated that Mr. Richards resigned from the Board of Trustees effective March 2nd, 2026. We will have a farewell lunch for Mr. Richards next week. Mr. Carpenter explained that Ms. Alderin will post the Notice of Vacancy for the after the meeting today. Mr. Carpenter discussed a resident and fellow Ski Patroller Mr. Paul Spranklin has shown interest in the position. Ms. Alderin will keep the board informed of any declarations of candidacy submitted. Notice of Vacancy will be posted until April 13th, 2026.
Meeting Minutes approval – With one change per Mr. Prosek to the Chair/Vice chair section the word “likely” was added for clarification. Trustee Prosek motioned to approve the minutes from January 20th, 2026, board meeting. Vice Chairman Bremer seconded the motion, and it carried. A copy of the meeting minutes is available for review.
SYSTEMS OPERATIONS AND DEVELOPMENT-
Board meeting schedule changes – Ms. Alderin discussed a potential meeting scheduling issue with the May meeting coinciding with a scheduled Cliff Lodge pow, 2026,tage on May 18th, after some discussion the meeting was moved to Tuesday May 26th, 2026 at 4pm. Durning this discussion Chairman Bremer realized he wouldn’t be available for April’s meeting, after some discussion April’s meeting was moved to April 28th 2026 at 4pm. An updated annual meeting schedule will be posted.
Alta Bay City filter A media replacement- Mr. Carpenter explained that he and Mr. Brindle did the filter media swap last week. Mr. Carpenter explained that the antimony levels were at the six parts per million limits. Mr. Carpenter explained the old filter media did not need the testing as it was within a year of the last removal, which sped the process up significantly. ET Technologies came up and removed the old filter media with a vacuum truck. Mr. Carpenter and Mr. Brindle refilled filter A with the new media the same day.
Town of Alta water leak – Mr. Carpenter explained there is a leak somewhere in the Towns water system. Mr. Carpenter and Mr. Brindle have been working to locate the possible leak point or points for the last couple of weeks. Mr. Carpenter stated that in the last two days the leak has become significantly worse, which could cause potential water supply issue. Mr. Carpenter and Mr. Brindle were here turning valves on and off until 1am last night attempting to locate the leak while people slept to narrow it down. Mr. Carpenter explained that the Service Area #3 and The Town of Alta have an emergency water line connection that will most likely need to be used to supply water to the Town of Alta. Mr. Carpenter is working with the Division of Drinking water and Salt Lake City to ensure we are following proper procedure to send water to the Town of Alta during the location and repair. Chairman Bremer inquired to how the emergency water will be tracked and Mr. Carpenter explained that there is a meter on the connection and billing will be worked out with Town of Alta administration.
RWAU Conference Feb 23 - Feb 26th, 2026- Mr. Carpenter, Ms. Alderin attended the Rural water association conference in St. George the last week of February. Mr. Carpenter and Ms. Alderin attended regular classes, gained new industry knowledge, and earned CEU’s towards current certifications.
RWAU National Conference Feb 2 - Feb 6th, 2026- Mr. Brindle attended the National Rural water association conference in Washington D.C. the first week of February with our old colleague, Mr. McIntosh. Which included meeting with Utah house representatives to discuss the needs of small water districts and legislative funding.
Superior Reservoir Level sensor – Mr. Carpenter explained there is a radar level sensor in the top of the reservoir that reads the tank water level is failing. He stated not having the sensor working is not ideal as the superior level controls the levels of Peruvian and the drain tunnel. It was a battery powered sensor and radio device that was purchased a couple of years ago that has worked well until now, that company has since stopped production of this device. Mr. Carpenter explained the reservoir is in an avalanche path so the options are limited to what can be installed on or around the reservoir which leaves few options to work with on a new sensor. Mr. Carpenter has been working with Mr. Taylor from SKM, Inc., to come to figure out a potential solution which is planned to be installed tomorrow.
2025 Audit Preparation– Mr. Carpenter stated that our accountant Mr. Rowley from Keddington & Christianson was up working with Ms. Alderin for 2 days on preparation for the 2025 financial audit. Gilbert & Stewart, the Service Area’s Auditor’s should be up towards the end of April or early May for their part of the onsite audit.
New Website LCCWATERUTAH.GOV – Mr. Carpenter explained the new website is live and canyonwater.com will redirect to the new lccwaterutah.gov website. This was necessary as during 2024 the legislation passed requiring all state agencies to have a .gov domain name and an ADA compliant website. Mr. Carpenter said emails are still canyonwater.com for now while we figured out the transition to lccwaterutah.gov emails. Ms. Alderin briefly explained a couple of the new features, like the active calendar, a contact message page, and the public notice page.
Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through February 28th, 2026, and the Profit and Loss Budget vs. Actual January 1st, 2026, through February 28th, 2026. These reports are emailed to members of the Board prior to the Board meeting for their review.
Cottonwood Improvement District sewer treatment cost 2026 – Mr. Carpenter explained he spoke with Mr. Evans, CFO, Cottonwood Improvement and Mr. Evans said the cost per gallon should be $10.20 per thousand gallons. Mr. Carpenter also explained we are waiting for Cottonwood Improvement to do the calibration to be done on the lower sewer meter.
Wasatch Drain Tunnel Lease- Mr. Carpenter said that the Salt Lake County Service Area #3 pays Snowbird annually for Tunnel access. $300.00 for use of the tunnel and $5.00 for the original infrastructure of the distribution system. The contract expires May 31st, 2026. Mr. Carpenter explained that with the contract expiring the Service Area #3 plans to purchase the infrastructure from Snowbird. Mr. Carpenter has been working with Mr. Fields, Snowbird CEO, and their lawyer on how to move forward with the Wasatch Drain Tunnel Lease.
Approval of Bills paid – Approval of the bills listed on the check detail dated January 16th, through March 12th, 2026, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. Trustee Prosek made a motion to approve. Chairman Bremer seconded the motion, and it carried unanimously. A copy of the approved check detail is available for review.
Adjournment - With there being no further business, Chairman Bremer adjourned the meeting at 5:13 pm.
