BOARD OF TRUSTEES MEETING MINUTES

November 17th, 2025

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Vice Chairman Bremer at 12:00 pm.

Meeting Minutes approval – With no comments or questions. Trustee Prosek motioned to approve the minutes from October 20th, 2025, board meeting. Vice Chairman Bremer seconded the motion, and it carried unanimously. A copy of the meeting minutes is available for review.

Approval of Bills paid – Approval of the bills listed on the check detail dated October 17th, through November 13th, 2025, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. Chairman Richards made a motion to approve. Trustee Prosek seconded the motion, and it carried unanimously. A copy of the approved check detail is available for review.

2026 Preliminary budget continuing discussion –This is the third review of the 2026 preliminary budget and amendment of the 2025 budget. Mr. Carpenter explained the 2025 amended numbers have been updated to reflect to date spending. Trustee Prosek asked to review the wage section, he requested a separation of the COLA and Merit increase like the google document of raise structures sent of various Town’s, Municipalities and Districts in Salt Lake County and a list of this year’s certifications for the proposed merit increase. Mr. Carpenter stated we will give a breakdown of the 5% wage increase and email the board. Mr. Carpenter stated the biggest changes made since the October review are in the 2025 Capital project section. Starting with water system improvements, Mr. Carpenter explained the Mid Gad PLC capital budgeted for has been paid for by Snowbird, the money was moved to the Chlorine room upgrades and the purchase of a Correlator which is a leak detection listening system. Next sewer system improvements, Mr. Carpenter stated Cottonwood Improvement district did not charge this year for work done on repairing and raising manholes, the money was moved to purchase tools, fasteners, and a valve tool. Mr. Carpenter stated the 2026 capitals are the same from last review, he explained he received one quote for the Superior tank roof capital and the quote was ballpark $250,000.00, Mr. Carpenter stated the repair is not an emergency and we will continue to look at other options. Mr. Carpenter stated he is gathering information on the Hydro Turbine project and he is waiting to hear back from the manufacturer for more information. Mr. Carpenter stated the proposed rate increase of 20% sewer and 5% water, a 25% total increase for 2026 is the budgeted income number.

Mr. Carpenter reviewed a part of the sewer capital master plan of manhole and pipe rehabilitation; Mr. Carpenter stated the Service Area #3 has 138 manholes and approximately 7 miles of sewer pipe, the cost for refurbishing the manholes and lining the main sewer line is significant, estimated 1 million dollars for manholes and 5 million dollars. Mr. Carpenter would like to allocate a minimum of $200,000.00 per year towards the manhole and pipe rehabilitation.

2026 Property Tax increase discussion- Mr. Carpenter explained the Property Tax notices should have been received by all the property owners. Mr. Carpenter and Ms. Alderin received some feedback, A View resident expressed he would prefer to have a large rate increase over a property tax increase. Most phone calls were to clarify the percentage that was on the notice, once clarified that it was only the Service Area #3 tax portion that would increase and not their total property tax, property owners were understanding. Trustee Prosek pointed out that the Service Area #3 will still absorb some costs even with the 2026 Property Tax increase and 2026 Water and Sewer rate increase. Mr. Carpenter stated the December 10th, 2025, Public Hearing will have a presentation to help explain why the Service Area #3 has the need to increase property tax and water and sewer rates. The public hearing will be on December 10th, 2025, at 6pm. A copy of the preliminary budget and potential rate increases are available for review.

Patsey Marley Subdivision water agreement– Mr. Carpenter reviewed the Patsey Marley redlined agreement with the board that was received back from the Pasty Marley lawyers. Mr. Carpenter explained most of the changed language has to do with the construction of the water system to have been constructed. Mr. Carpenter spoke with the Patsey Marley lawyer, Mr. Livsey, to better understand when and where the installation and connections were made 8-10 years ago by the estate. Mr. Carpenter stated a pump house will have to be built on the summer road to support water delivery. Ms. Alderin stated that Town of Alta voted down the condominium development at the Town of Alta council meeting. Trustee Prosek stated he presumed the Service Area #3 will not sign a contract until a decision has been made on what is being built. Mr. Carpenter will send the board about the water agreement for review and discussion at the December meeting.

SYSTEMS OPERATIONS AND DEVELOPMENT-

Town of Alta Bay City leak – Mr. Carpenter stated the Bay City treatment building sprung a leak over the weekend; Mr. Brindle found water on his Monday morning checks and a cracked fitting was found on one of the grizzly pumps. Mr. Brindle and Mr. Wilz were able to make all repairs the same day.

Town of Alta Lead and Copper sampling 2nd round– Mr. Carpenter explained the Town of Alta had two locations above the MCL for Lead on the first round of sampling, one at Alta Central and the newest home in Powder Ridge. Mr. Brindle re-sampled those two areas, the results for the Powder Ridge home came back under in the normal range. The second Alta Central test came back over the MCL but was lower than the 15 parts per million. Will continue to investigate probable causes.

Snowbird Mid Gad restaurant –Mr. Carpenter explained that Snowbird has received the six 1000-gallon plastic tanks and they are in place. Mr. Carpenter stated the tanks have been disinfected and tested according to the Division of Drinking water requirements. Mr. Carpenter stated Rebecca Yoo from the Division of Drinking water meet with Mr. Mahak, Mr. Schafer from Snowbird and Mr. Carpenter last week to review for the operating permit, some small issues to iron out before December 10th opening.

Chlorine room upgrades – Mr. Carpenter explained that progress is being made on the upgrades to the chlorine room, 2 new scales have been installed for the new indicator and scale system installed with the PLC.

Service Area #3 PFAS 2nd round testing – Mr. Carpenter stated the Service Area #3 has received the second round of PFAS sample testing. Mr. Brindle will start gathering samples this week. Still waiting for the second-round results for the Town of Alta.

Draft 2026 Board meeting schedule – Ms. Alderin presented the draft 2026 meeting schedules, the schedules will be emailed to the board for review. Trustee Prosek posed going back to Tuesday for meetings. We will discuss it further at the December 8th meeting.

Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through October 31st, 2025, and the Profit and Loss Budget vs. Actual January 1st, 2025, through October 31st, 2025. These reports are emailed to members of the Board prior to the Board meeting for their review.
