SYSTEMS OPERATIONS AND DEVELOPMENT-
Town of Alta - cross tow water line project – Mr. Carpenter stated the cross-tow water line was connected yesterday. Mr. Carpenter explained the connection took longer than expected because the pipe in the ground was HDPE and Newman construction had planned for PVC, after regathering materials the connection was made. Mr. Carpenter stated the trench has been backfilled and they are paving today; the Town of Alta engineer is working on the operating permit from the state.
Town of Alta – Grizzly vault leak – Mr. Carpenter stated the small leak on the brass fittings in the grizzly vault has been repaired. Mr. Carpenter explained that the brass and galvanized steel has been replaced with HDPE and plans to continue replacing all old piping with HDPE as budget allows in the future.
Town of Alta – Bay City Media – Mr. Carpenter explained a quote has been received from Canyon State Filtration. The Town of Alta Admin is still waiting for the quote from Pure Flow, who has provided the media in the past. Mr. Carpenter explained that getting the media and having it on hand is helpful if it needs to be changed out mid-winter.
Town Of Alta – Leak at the Deep Powder House – Mr. Carpenter explained Wind River Excavators have been contracted to do the water line replacement for the Deep Powder House and are scheduled to start next Monday. Mr. Carpenter stated it is estimated to take a couple of days to get the replacement line into the building.
Town Of Alta – West Peruvian water leak – Mr. Carpenter stated we received a call about a leak at the Red Fern house over the weekend. Mr. Carpenter explained that Mr. Brindle came up on Saturday to check, found a small leak assumed to be on the ¾” copper lateral line to the house. Mr. Carpenter is working to get a contractor lined up and is talking with Wind River Excavators to see if they can do the job in conjunction with the DPH job.
Snowbird - Monte Cristo 7 lot subdivision – Mr. Carpenter explained the second water line connection has been made to our system but not connected in the middle leading to the new development. Mr. Carpenter stated that during the water shut off for the connection process there were issues with old valves and pressures that caused the Cliff upper floors to lose water unexpectedly, Mr. Carpenter stated it could have gone smoother, but water was restored in a timely manner. Mr. Carpenter stated the Service Area benefits from this as it will give a looped water line and redundancy for shut offs.
Snowbird – Mid Gad– Mr. Carpenter stated the Sanitary survey went well with it being a new building and equipment. No correction or IPS points were issued. Mr. Carpenter explained the pressure pumps have been repaired from the power outage mid-summer. Mr. Carpenter stated a new meter was installed on the restaurant side of the water tanks to better calculate the restaurant’s water usage. Mr. Carpenter discussed the water taste issue that was found this winter. In working with Snowbird and Aqua engineering they found a water softener with limestone media to increase the PH of the water to help with the water taste issues. Mr. Carpenter explained the other option is to dose with chemicals, but he would like to try a more passive method first.
SA3 – RWAU Fall Conference – Mr. Carpenter stated that Mr. Wilz attended the 3-day Fall Rural water conference to keep up on his CEU credits for his treatment certification.
SA3 Utah Special District Association Conference – Mr. Carpenter stated Ms. Alderin will be attending the 3-day USDA conference at the Davis Conference Center in Layton November.
SA3 Roof leak – Mr. Carpenter stated the July roof repair by Layton Roofing did not hold and the roof is leaking into the shop again. Ms. Alderin is working to get them back up here to figure out a repair before winter.
Hydro turbine IN PIPE ENERGY– Mr. Carpenter stated he is still working on the water right change for IN Pipe Energy turbine project. Mr. Carpenter explained in talking with Ms. Anderson from Fabian Van Cott that she suggested he talk with Ryan Hamilton, who is the area engineer for the Division of Water Rights. Mr. Carpenter stated, after emailing back and forth with Mr. Hamilton, it seems to be a simple change to Snowbird’s water right. Mr. Carpenter is waiting on Snowbird to decide if they would like to have a pre-filing meeting with an Engineer from the Division of Water Rights or file the change application out right.
Pumphouse drain valve replacement – Mr. Carpenter stated they are going to start the replacement process of the drain valve this week.
SA3 - Pumphouse exterior door replacement – Mr. Carpenter stated the doors have been ordered with a lead time of 2-3 weeks. Mr. Carpenter explained it was discovered the door frames were concreted into the building and will need to be cut out, a little more work than was expected but hopefully still completed before winter.
Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through August 31st, 2026, and the Profit and Loss Budget vs. Actual January 1st, 2026, through August 31st, 2026. No questions from the board. These reports are emailed to members of the Board prior to the Board meeting for their review.
Approval of Bills paid – Approval of the bills listed on the check detail dated August 14th, through September 10th, 2026, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager.
