BOARD OF TRUSTEES MEETING MINUTES

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Bremer at 4:01 pm.
Meeting Minutes approval – With no changes or other comments. Trustee Prosek motioned to approve the minutes from the July 21st, 2026, board meeting. Chairman Bremer seconded the motion, and it carried. A copy of the meeting minutes is available for review.
SYSTEMS OPERATIONS AND DEVELOPMENT-
Town of Alta cross tow water line project – Mr. Carpenter discussed that Newman Construction will start the mobilization of equipment next week to start work on connecting the last section of the water line to finish the loop next week. Mr. Carpenter stated it will take approximately 2 weeks to finish the project. Trustee Prosek asked if looping the water line would help with the fire flows, Mr. Carpenter explained that yes, the loop will help with the fire flow, and it will give shut off isolation options instead of having to shut the entire town down for repairs.
Town Of Alta – Leak at the Deep Powder House – Mr. Carpenter stated we are still waiting for the Town administration to decide on the repair options. Mr. Carpenter explained that since the last board meeting the leak has infiltrated the Deep Powder House foundation again. Mr. Carpenter stated Mr. Brindle called Newman Construction, and they came with a Vac truck to locate the main water line corp stop valve to shut the lateral water line off to the building. Mr. Carpenter explained that Mr. Brindle and Mr. Wilz were very creative with all of SA#3’s garden hoses from an Alta Lodge tap over the roof and to the Deep Powder House to provide temporary water to the caretaker staying on site. Mr. Carpenter explained he has been trying to work with Newman to do a quote for the repairs, but it is not really their line of work. Mr. Carpenter said Mr. Cawley from the Town is working to get quotes for the repairs.
Town Of Alta – Sunrise Engineering for Capital projects- Mr. Carpenter explained the Town of Alta has contracted with Sunrise Engineering to be the Town Engineer to help plan and execute their capital projects over the next couple of years. Mr. Carpenter stated he met with the town admin, Mr. Mcintosh and the engineer last week to discuss various projects on the list including, the sewer line sag in the wild cat parking lot, looping the Hellgate water system which would continue the West Peruvian water line down to the end of the Hellgate road.
Town of Alta – Grizzly vault leak – Mr. Carpenter discussed a small leak on the brass piping threads have corroded in the grizzly vault, he explained they are gathering materials to replace the brass piping with HDPE and continue to work to replace all the mismatched piping with HDPE.
Snowbird Monte Cristo 7 lot subdivision – Mr. Carpenter explained the new subdivision being planned just east of the Cumming home on Highway 210. Mr. Carpenter stated Newman construction is a little behind on the construction schedule but have made it to the highway and are working on installing PVC sleeves to get the HDPE across the highway and hammer through a stubborn rock shelf.
Wasatch Drain Treatment plant- Mr. Carpenter stated the treatment plant has run a couple of times over the last two weekends with Oktoberfest, which is a month earlier than normal. Mr. Carpenter presented a graph of the Peruvian Spring which compared average flow vs 2026 flow, the current flow is 75 GPM and the average for this time of year is 150-160 GPM. Mr. Carpenter explained the tunnel levels are also a little low at 305 feet compared to average of 330 feet due to lower water in flows, Mr. Carpenter stated it is indicative of the low snow levels and early spring runoff.
Mid Gad Sanitary Survey – Mr. Carpenter explained we have been preparing for a Sanitary Survey at the Mid Gad restaurant as it was under construction last year in schedule with our other regular surveys. Mr. Carpenter stated that Snowbird Hill maintenance helped with some machine work on the spring line overflow box to create the required one foot of fall from pipe to ground. Mr. Carpenter stated a new remote badger meter was installed on the culinary line to help record the building’s water use better. The Division of Drinking water will be here Thursday.
SA3 Roof leak – Mr. Carpenter stated the July roof repair by Layton Roofing did not hold and the roof is leaking into the shop again. Ms. Alderin is working to get them back up here to figure out a permanent repair before winter.
Pumphouse drain valve replacement – Mr. Carpenter discussed he is working on gathering materials to replace the manual drain valve with an automatic drain valve. The valve was purchased in 2020, and Mr. Carpenter added the automatic actuator last summer. Mr. Carpenter stated that the swap is planned for September to avoid disruptions to the snowmaking water that supplies Hidden Peak with water. Mr. Carpenter estimates a full day for replacement.
Fall winter prep – Mr. Carpenter stated Mr. Wilz continues working on the fall prep for winter involving exercising valves, repainting/flagging hydrants, and other general fall maintenance.
2017 Chevy utility truck – Mr. Carpenter stated that Snowbird is purchasing the 2017 chevy, Ms. Alderin explained they are waiting insurance money from a stolen truck to purchase and will pay $25k.
Hydro turbine IN PIPE ENERGY meeting – Mr. Carpenter stated IN pipe Energy has sent over a 30% design drawing and some numbers worked up for the turbine.
Mr. Carpenter has reached Fabian Van Cott lawyer Ms. Anderson for some guidance regarding the Snowbird’s Cogen water right and adding the power usage component to the right and waiting to hear back. Mr. Carpenter stated that the water rights change application question is important to answer before we move forward. He explained that nothing would change with the water use, we would just replace the PRV with a Turbine. Any power generation projects need approval from the Division of Water Rights.
Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through June 30th, 2026, and the Profit and Loss Budget vs. Actual January 1st, 2026, through July 31st, 2026. No questions from the board. These reports are emailed to members of the Board prior to the Board meeting for their review.
Approval of Bills paid – Approval of the bills listed on the check detail dated July 16th through August 13th, 2026, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. No Questions from the board. Trustee Spranklin made a motion to approve. Trustee Prosek seconded the motion, and it carried unanimously. A copy of the approved check detail is available for review.
Medicare supplement payments – Ms. Alderin stated that Mr. Hanson’s retirement Medicare supplemental payments will end in December.
Cyber Security- Trustee Prosek brought up the Cyber Security issues that are currently in the news and our protections. Mr. Carpenter explained that the Service Area #3 is protected and we have secure backups for our computers and SCADA systems.
Adjournment - With there being no further business or questions, Chairman Bremer adjourned the meeting at 5:13pm.
