The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Bremer at 4:02 pm.
Gilbert & Stewart 2025 Financial Audit Presentation Mr. Stewart presented and discussed the 2025 Salt Lake County Service Area #3 Audit report. Mr. Stewart discussed the Independent Auditor report of the financial statements and Compliance with Government auditing standards. Mr. Stewart went over the Internal Control portion of the audit and stated there was one finding that The Salt Lake County Service Area #3 needs a fee schedule for the connection fees added to the rate resolution. No deficiencies were found. Salt Lake County Service Area #3 internal controls produce correct and accurate accounting information. Mr. Stewart then reviewed the State Compliance report and stated Salt Lake County Service Area #3 is within Utah State compliance for the 2025 Audit. Trustee Prosek pointed out an error in the year on the financial highlight section, Ms. Alderin will correct the year 2024 to 2025. Mr. Stewart stated that overall, Salt Lake County Service Area #3 does an excellent job and is following Utah State law and is in good financial standing. A copy of the 2025 Audit Report is attached to the minutes for review.
Public Hearing Open- Chairman Bremer opened the public hearing at 4:13 pm to discuss and approve a property tax rate resolution.
Public Hearing Resolution 2026-1 Certified Property Tax Rate- Mr. Carpenter discussed the 2026-1 Property Tax Rate Resolution. The property tax rate for Salt Lake County Service Area #3 will be 0.0000129. The 2026 property tax revenue for Salt Lake County Service Area #3 is $75,000.00. The current tax valuation of the properties within the Salt Lake County Service Area #3 boundaries are $575,770,455.00. Trustee Prosek made a motion to adopt and approve the 2026-1 Property Tax Resolution. Trustee Spranklin seconded the motion, and it was unanimously carried. A copy of Resolution 2026-1 is attached to the minutes for review.
Public Hearing Closed- Chairman Bremer closed the public hearing at 4:19 pm. Let it be noted one member of the public was present for the hearing and there were no questions.
Meeting Minutes approval – With no corrections, questions or concerns, Chairman Bremer motioned to approve the minutes from the May 26th, 2026, board meeting. Trustee Prosek seconded the motion, and it carried. A copy of the meeting minutes is available for review.
2025 Consumer Confidence report- Mr. Brindle reviewed the yearly report required by the EPA and Division of Drinking water. This report is an opportunity to share information with our customers on the water systems operations and the water quality provided. A copy of the 2025 consumer confidence report is attached to the meeting minutes, emailed or mailed to all customers and available at www.lccwaterutah.gov.
SYSTEMS OPERATIONS AND DEVELOPMENT-
Town of Alta cross tow water line project – Mr. Carpenter stated himself, the Town of Alta, Newman Construction, Alta Ski Lifts Co. and Big D construction had a meeting to figure out a time to make the final connection in the far east of the parking lot. Current timeline is to start September 1st, 2026.
Town of Alta reservoir tank inspection – Mr. Carpenter stated the Town of Alta tank inspection and cleanings of the Alta and Grizzley reservoirs was done last week by Potable Divers Inc. Mr. Carpenter said both tanks are in great condition. Some small repairs are needed that should be addressed before end of summer.
Town Of Alta West Peruvian Estates leak – Mr. Carpenter explained he received a phone call Friday from the caretaker that the small water leak on the service lateral had increased significantly, the caretaker decided to call a plumber to repair the leak. Mr. Carpenter stated Mr. Wilz shut the water off to the subdivision.
During the repair of the first leak a 2nd leak was found, and the water remained off for the night. Mr. Brindle met the homeowner’s plumber back here Saturday morning to repair the second leak, the repairs were completed Saturday evening, and the water was turned back on.
Town Of Alta – Potential leak on repaired line – Mr. Carpenter explained that Mr. Brindle received a call from Alta Central last weekend regarding a possible sink hole starting by the Alta Lodge. Mr. Carpenter stated that a repair was made to the Deep Powder house lateral line in March of this year. Mr. Carpenter stated there is no obvious water leaking but the water can be heard with the geophones. Mr. Carpenter is working with the Town to figure if replacement or repair of the lateral line is the best solution.
Town of Alta New Grizzly public restroom – Mr. Carpenter said the Town of Alta in conjunction with Alta Lift Company is building a new public restroom by the Information booth as you head into Grizzly Gulch. Mr. Carpenter stated they have dug the foundation; the water line is exposed and sewer line trenched. The project is moving along quickly.
Snowbird Wasatch Drain Tunnel Lease Agreement - Mr. Carpenter stated the agreements expire May 31st, 2026. Mr. Carpenter explained that with the contract expiring, the Service Area #3 has purchased the water system infrastructure from Snowbird for the $5.00 listed in the agreement. Mr. Carpenter explained the Wasatch Drain Tunnel lease is more complicated as it is owned by Wasatch Mining Co. who leased it to Snowbird who leased it to us. Mr. Carpenter stated it was agreed between The Service Area #3 and Snowbird that the Wasatch Drain Tunnel Lease will be terminated and the Service Area #3 will use the perpetual easement to continue access to the tunnel.
Hydro turbine IN PIPE ENERGY meeting – Mr. Carpenter stated the rep from In Pipe Energy came for a site visit while he was in town for another client. Mr. Carpenter explained that they reviewed options for installation and power connections. Mr. Carpenter is now waiting for the 30% drawings for the placement of the Hydro turbine. Mr. Carpenter stated he has a meeting with Salt Lake City, Snowbird and himself to discuss the possible use of the Snowbird’s Cogen water right.
Snowbird Monte Cristo 7 lot subdivision – Mr. Carpenter explained the new subdivision being planned just east of the Cumming home on Highway 210 project is moving forward quickly. Snowbird and Newman Construction will begin to mobilize for the utilities project on Monday. Mr. Carpenter stated we are still waiting for the water line plan approval, hoping to have it by next week.
Mid Gad restaurant power outage – Mr. Carpenter stated that the power went out at the restaurant and the backup power failed which interrupted the PLC panel. During the power outage the valves were closed to the building, which caused the tanks to run dry and caused the aux pumps to burn up, these are Snowbird pumps and they will replace them. Mr. Carpenter said he is working with Snowbird to figure out the back-up power issue before next winter.
Sugarplum subdivision 459 Lot 8 – Construction has begun on a new home between the View condos and the 2 homes at the west end of Blackjack Road. Mr. Carpenter explained they are working to make the connection to the sewer line today and Cottonwood Improvement District will be inspecting the connection.
Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through May 31st, 2026, and the Profit and Loss Budget vs. Actual January 1st, 2026, through May 31st, 2026. No questions from the board. These reports are emailed to members of the Board prior to the Board meeting for their review.
Approval of Bills paid – Approval of the bills listed on the check detail dated May 22nd through June 12th, 2026, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. No Questions from the board. Trustee Spranklin made a motion to approve. Trustee Prosek seconded the motion, and it carried unanimously. A copy of the approved check detail is available for review.
Adjournment - With there being no further business or questions, Chairman Bremer adjourned the meeting at 5:14 pm.
