BOARD OF TRUSTEES MEETING MINUTES

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Bremer at 4:01 pm.
Meeting Minutes approval – With two spelling corrections made per Chairman Bremer, and no other questions or concerns, Trustee Prosek motioned to approve the minutes from the April 28th, 2026, board meeting. Chairman Bremer seconded the motion, and it carried. A copy of the meeting minutes is available for review.
SYSTEMS OPERATIONS AND DEVELOPMENT-
Town of Alta reservoir tank inspection – Mr. Carpenter stated the Town of Alta approved the tank inspection and cleaning of the Alta and Grizzley reservoirs; Potable Divers Inc. will be up next week.
Town of Alta cross tow water line project – Mr. Carpenter stated he and the Town of Alta are working with Newman Construction, Alta Ski Lifts Co. and the Albion Basin expansion contractors to figure out a time to make the final connection in the far east of the parking lot. No date set as of today.
Town Of Alta West Peruvian Estates leak – Mr. Carpenter stated there is a small water leak on a service lateral to one of the homes. Mr. Carpenter explained there has been some back and forth with the Town administration of who is responsible for the repair. Mr. Carpenter stated it is not an emergency repair but would like to get it repaired soon.
Albion Basin expansion connection – Mr. Carpenter stated the water line connection was made for the expansion last week. Mr. Brindle and Mr. Wilz chlorinated the line, flushed it, and took water samples today.
Town Of Alta Bay City lights – Mr. Carpenter explained they have been working on fixing and replacing lights in Bay City. Mr. Carpenter explained they are working to upgrade from old fluorescents to LED and purchased some new ballasts for the front of the building and in the tunnel.
2025 Audit Preparation– Mr. Carpenter stated Gilbert & Stewart, the Service Area’s Auditors, were on site to perform the 2025 Audit last week for one day. Mr. Carpenter explained we do have to put the Auditor contract out for bid every 5 years, that time has come, Ms. Alderin will work on the bid process for the 2026 audit. The final audit report will be ready for review mid-June and Mr. Stewart will be at the June 16th board meeting to present the audit and answer any questions.
Service Area #3 Fee schedule- Mr. Carpenter explained one thing that produced the audit was the lack of a fee schedule for connection fees. Mr. Carpenter stated on the draft audit that had been sent over this was a finding. Mr. Carpenter and Ms. Alderin will work with our lawyers from Fabian Van Cott as there are some questions concerning State Impact fees vs connections fees and how the Service Area #3 should move forward.
Powder Ridge manhole repair – Mr. Carpenter explained that Cottonwood Improvement District came up and repaired a manhole that had been hit by a snowplow this winter that broke the ring.
Cottonwood Improvement District – Mr. Carpenter discussed TV’ Ing and flushing of the sewer lines has been scheduled with CID for the week of June 22nd, starting in Alta and working their way down canyon with TV ‘Ing and flushing.
SA3 Capital Sewer planning w/Aqua engineering- Mr. Carpenter stated the plan is 95% complete, Mr. Hawks from Aqua sent the preliminary for review and Mr. Carpenter returned some changes. Hoping to have the final master plan soon to start the process of the lining and manhole replacing of the main sewer line.
Snowbird Wasatch Drain Tunnel Lease Agreement - Mr. Carpenter has been working with Mr. Fields, Snowbird CEO, and Snowbird’s lawyer is still working through the Wasatch Drain Tunnel Lease. The agreements expire May 31st, 2026. Mr. Carpenter explained that with the contract expiring the Service Area #3 plans to buy the infrastructure from Snowbird for $5.00. Still working on the Wasatch Drain Tunnel lease as it is owned by Wasatch Mining Co. who leased it to Snowbird who leased it to us. Mr. Carpenter stated the Service Area #3 has a perpetual easement to the tunnel so with or without a lease the Service Area #3 maintains access.
Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through April 30th, 2026, and the Profit and Loss Budget vs. Actual January 1st, 2026, through April 30th, 2026. No questions from the board. These reports are emailed to members of the Board prior to the Board meeting for their review.
Approval of Bills paid – Approval of the bills listed on the check detail dated April 24th, through May 21st, 2026, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. No Questions from the board. Trustee Spranklin made a motion to approve. Trustee Prosek seconded the motion, and it carried unanimously. A copy of the approved check detail is available for review.
Adjournment - With there being no further business or questions, Chairman Bremer adjourned the meeting at 4:41 pm.
