BOARD OF TRUSTEES MEETING MINUTES

April 28th, 2026

The Salt Lake County Service Area #3 Board of Trustees meeting was called to order by Chairman Bremer at 4:02 pm.

Meeting Minutes approval – With two spelling corrections made per Chairman Bremer and verification the changes had been made. With no other questions or concerns, Trustee Prosek motioned to approve the minutes from the March 17th, 2026, board meeting. Chairman Bremer seconded the motion, and it carried. A copy of the meeting minutes is available for review.

Mid-Term Trustee Vacancy discussion & appointment – Chairman Bremer introduced Mr. Paul Spranklin as a resident of the Service Area #3. Mr. Carpenter explained the Notice of Vacancy was posted from March 17th to April 13th, 2026, Mr. Spranklin was the only person to show interest in being an interim trustee. Mr. Carpenter said that there was confusion with the requirements to become an interim trustee. Ms. Alderin had Mr. Spranklin fill out a Declaration of Candidacy, which raised questions from Trustee Prosek concerning the next Election date. After research into current state legislation, it was found no official paperwork is necessary for the interim candidate to show their interest; Mr. Spranklin’s declaration was removed from record, as his verbal notification to Ms. Alderin was sufficient and Mr. Spranklin meets the qualifications. After a brief discussion, Chairman Bremer made a motion to appoint Mr. Spranklin to fill the Mid-term vacancy on the Board of Trustees. Trustee Prosek seconded the motion, and it carried. Mr. Carpenter explained The Oath of Office will be completed with Ms. Alderin when she returns to work from being unwell.

2025 Municipal Wastewater Planning Program annual report - Mr. Carpenter presented the 17-page 2025 Municipal Wastewater Planning Program annual report for the Service Area #3, Mid Gad restaurant and the Town of Alta. Utah Division of Environmental Quality requires this report. Mr. Carpenter sent the report to the Utah Division of Environmental Quality. A copy of the reports are attached to the meeting minutes for review.

SYSTEMS OPERATIONS AND DEVELOPMENT-

Town of Alta water leak – Mr. Carpenter discussed a leak in the Town of Alta that they have been trying to locate. It became an urgent search when the Bay City mine was losing more water than it was able to produce daily. During the leak search, he received a complaint of low water pressure from the Deep Powder House. Mr. Carpenter explained that he used the geophone, and the leak was found to the northeast of the Deep Powder House. Mr. Carpenter reached out to Newman Construction to help with the repair, they responded the next day. It was found that the corps stop on the saddle for the 1” connection and several pin hole leaks in the copper were found leading to the Deep Powder House. Mr. Carpenter said that the copper line was replaced with HDPE up to the rolled gutter and tied back into the old copper line. Mr. Carpenter said before pumping water into the Town of Alta, the interconnection valve had to be replaced as it was broken years earlier and not repaired. SKM, Inc. also did work on the Town of Alta’s booster pump programing to get the system run automatically instead of manually. Mr. Carpenter said the Service Area #3 pumped almost 500 thousand gallons to the Town of Alta to help supplement the Bay City tunnel. Mr. Carpenter said they will go back with the geophone locator once the snow has melted to verify there are no other leaks.

Town of Alta Bay City pumps VFD- Mr. Carpenter discussed there have been issues with one of the pumps in the Bay City shaft after the water leak repair. He explained that an electrical issue melted a filter on the VFD pump and it was repaired by Total Power and Controls. A week later the same electrical issue melted the filter again, it was decided that Total Power and Control’s would rewire the pump to bypass the filter, to continue pumping water from the shaft. Mr. Carpenter said a fan for the encloser, new filter, thermostat and alarm on the SCADA program have been installed to hopefully prevent future issues.

Town of Alta Rocky Mountain power issues – Mr. Carpenter discussed that last weekend; there was an issue with losing one of the 3 phase power legs on Sunday due to the snowstorm. Mr. Brindle responded Sunday afternoon, and power was restored by Rocky Mountain by Sunday night. Bay City was functioning normally again Monday morning. Mr. Carpenter explained he has been in discussion with the Town of Alta administration about back up power options for Bay City and replacing the older of the two pumps, Mr. Carpenter said the last pump was replaced in 2020.

Town of Alta Bay City shaft level sensor- Mr. Carpenter said a new level sensor has been installed in the shaft that measures 300 feet and is in operation. The old level sensor was installed at 200 feet which could cause issues with correct water reading. During the low-water level Mr. Carpenter said he rappelled the shaft to try to retrieve the low-tech measuring tape and Gatorade bottle that was dropped by Mr. Brindle, the attempt was unsuccessful.

Town of Alta rope tow water line loop connection – Mr. Carpenter explained he has been in discussion with the Town of Alta, Alta Lift company and Newman Construction about completing the water line loop connection in front of the Cat shop this summer. Mr. Carpenter said that the Alta Lift company would like to wait until mid-to-late summer as they are still working to complete the Albion Day lodge expansion.

Town of Alta Pasty Marly Subdivision – Mr. Carpenter explained he has been working with the Town administration through emails, zoom meetings discussing the subdivision in Grizzly. Mr. Carpenter said he believes the Town of Alta is close to signing the plat map, after continuous back and forth concerning a water line easement between the Town of Alta and the Developer.

Town of Alta New Grizzly public restroom – Mr. Carpenter said the Town of Alta in conjunction with Alta Lift Company is building a new public restroom by the Information booth as you head into Grizzly Gulch. Mr. Carpenter explained from a water perspective it is an easy connection as the water line runs in front of the proposed building to the Grizzly system. Mr. Carpenter said the sewer connection to these restrooms is one step closer to getting the Grizzly homes connected to the sewer infrastructure.

SA#3 New Superior reservoir level sensor – Mr. Carpenter explained a new battery-operated level sensor and radio has been installed at the superior reservoir and has been working well so far.

Snowbird Nest restaurant – Mr. Carpenter said that he ordered a new meter for the building, to help with more exact water reporting. Mr. Carpenter discussed that there have been complaints about the taste of the water in the new restaurant. Mr. Carpenter explained that water tests have been done to help narrow down the issue; the test levels came back high for copper from the water taps in the building. Mr. Carpenter said more tests were taken to check the corrosiveness of the water and the results were received today; the corrosive levels are high and leaching copper from the new pipes. Mr. Carpenter and Mr. Shaffer from Snowbird are working with Aqua Engineering to come up with a PH balancing strategy to help prevent corrosion and water taste issues.

Snowbird Hidden Peak booster pump- Mr. Carpenter said a new booster pump was installed in the water room under the Tram. The booster pump helps remove all the water from the raw water holding tanks.

Snowbird Monte Cristo 7 lot subdivision – Mr. Carpenter explained a new subdivision is being planned just east of the Cumming home on Highway 210.

Snowbird is planning to install all utilities this summer. Mr. Carpenter said Snowbird will be paying for the water and sewer line installation, Snowbird has submitted water line plans to the Division of Drinking water. Mr. Carpenter sent the sewer line plans to Cottonwood Improvement District for review; a couple of small suggestions were made and passed along to Snowbird planning.

SA3 Hydro Power project – Mr. Carpenter explained the Hydro power project is slowly moving forward, the process is more paperwork than anticipated. Mr. Carpenter said that an active water right is needed to generate any hydro power by the Utah Division of Water Rights. Mr. Carpenter said he is working with Snowbird to potentially use the CoGen non-consumptive water right for the power project. Mr. Carpenter has been in discussions with Snowbird upper management about a possible change application being submitted to the Utah Division of Water Rights, Snowbird is agreeable to the process if it does not affect the current water right negatively. Mr. Carpenter is moving forward with engineering to verify the hydro power will not have an impact on the non-consumptive water right.

Main Sewer flume- Mr. Carpenter said a new ladder for the main sewer flume has been bought, the current ladder is missing rungs and very rusty. The new ladder will be a safer solution. Mr. Carpenter explained Aqua Environment and Cottonwood Improvement District calibrated the main sewer flume this morning, it was found to be reading low. A Calibration report will be sent by Aqua Environment to the Service Area #3 and Cottonwood Improvement once that report is received, we will work with Cottonwood Improvement only if we will be back charged.

SA3 Building Heat Pump – Mr. Carpenter said a new heat pump for the building garage heat has been ordered but it has a 3-month lead time. The current heat pump has had various issues over the last couple of years.

New 2026 Chevy 2500 Service Truck- Mr. Carpenter noted the new truck has arrived at Young Chevrolet and is at the outfitter getting the service body and utility rack installed. Planning to sell the 2017 Service truck once the new truck is complete.

Snowbird Wasatch Drain Tunnel Lease Agreement - Mr. Carpenter has been working with Mr. Fields, Snowbird CEO, and Snowbird’s lawyer is still working through the Wasatch Drain Tunnel Lease. The agreements expire May 31st, 2026. Mr. Carpenter explained that with the contract expiring the Service Area #3 plans to buy the infrastructure from Snowbird and hopefully the Wasatch Drain Tunnel Lease Agreement can be amended to extend for another 20 years.

Treasurer’s Report – Mr. Carpenter reviewed with the Board of Trustees the Balance Sheet Previous Year Comparison report through March 31st, 2026, and the Profit and Loss Budget vs. Actual January 1st, 2026, through March 31st, 2026. No questions from the board. These reports are emailed to members of the Board prior to the Board meeting for their review.

Approval of Bills paid – Approval of the bills listed on the check detail dated March 13th, through April 23rd, 2026, as presented by Mr. Carpenter, and hereby authorized and ratified to be paid by the office manager. No Questions from the board. Chairman Bremer made a motion to approve. Trustee Prosek seconded the motion, and it carried unanimously. A copy of the approved check detail is available for review.

Adjournment - With there being no further business, Chairman Bremer adjourned the meeting at 5:37 pm.
